benefits under the Framework Act on Social Security.

"Recipient" means a person receiving social security benefits.

"Subject to support" means a person who needs social security benefits.

The term "guarantee institution" refers to a national institution and local government
that provides social security benefits in accordance with relevant laws and regulations.
